Powers of the College Council

 

The college council practices the following powers .

 

First : - Scientific Powers

1-Drawing the college policy in line with the general policy of the university to achieve its mission .

2-Preparing admission plans for undergraduate and postgraduate studies in the college departments .

3-Preparing a scientific research plan , authorship and translation for the college departments .

4-Recommending to introduce scientific departments or branches merge or cancel them .

5-Recommending to introduce higher studies in the college .

6-Considering the scientific departments plants to invite visiting professors , conferences , scientific seminars , dispatches , sabbaticals , secondments and vacations inside and outside the country and recommending them to the president of the university for obtaining approval .

7-Adopting theses and dissertations titles for the higher studies and approving on naming the postgraduate students , supervisors and members of the discussion committees .

8-Naming members of the comprehensive examination committees for doctoral students .

9-Reconsidering the curricula of postgraduate and undergraduate studies periodically and distributing them on the study stages.

10-Approving of the results of postgraduate and undergraduate examination after their submission by the departments and scientific branches at the college .

11-Adopting tables of final examinations after their submission by departments and scientific branches .

12-Approving of the scientific promotion for a faculty member ( lecturer and Asst. professor ) and submitting it to the university to issue the university order.

13-Recommending to the president of the university to promote the faculty member to the rank of professorship after the completion of procedures by scientific promotion committee at the college .

14-Approving of the postponement of the study year to college students after the availability of convincing justifications and required documents .

15-Approving of the first extension to postgraduate students for six months and on the recommendation of the department council .

16-Recommending to the president of the university to approve the second and third extension for postgraduate students according to a suggestion from the department board or the the scientific branch at the college .

17-Recommending the assignment of faculty members and lecturers for higher studies as requested and duration determined by departments and branches .

18-Holding scientific and cultural agreements with corresponding colleges within and outside the country and submitting them to the university for getting approval .

 

Second : - Administrative powers

1-Supervising on the college affairs and following up its scientific , cultural , artistic and athletic activities .

2-Preparing the college staff for the next academic year in the second half of the current year in the light of Dean`s proposal and the council of departments .

3-Reconsidering the titles of technicians and administrators within the certified staff of the college .

4-Reconsidering the college staff periodically .

5-Forming committees to help him performing his scientific , administrative and educational duties .

6-Imposing disciplinary sanction on students .

7-Recommending to punish lecturers and employers due to violating the laws and regulations in force .

8-Recommending to the abolition of the sanctions imposed on lecturers and employers after exhausting its purposes .

9-Recommending to cancel the sanctions imposed on lecturers and employers after the demise of the justifications .

10- Recommending to refer any of the college staff to the competent courts as a result of violating the provisions of the law .

11-Recommending to determine lecturers` service ( professor , asst. professor ) when they reach the legal age for a period of one year to be renewed three times .

 

Third : - Financial Powers

1-Proposing an annual budget plan , an import plan and an investment plan for the college and submitting them to the president of the university for unification with other colleges and institutes plans to submit them to the university council for approval .

2-Recommending the university to adopt the final accounts of the college .

3-Reviewing the report of Board of supreme Audit (BSA) , discussing it and expressing opinions on the observations contained therein .

4-Authorizing the Dean some powers .
